I’m Regina Council. I spent two decades in strategic sourcing and procurement at Amazon, DuPont, and Solvay, and most recently led TSA exit contracting as a procurement consultant at Amentum. 703-659-1874I’ve spent more than twenty years leading strategic sourcing and procurement inside organizations where the commercial stakes were real — Amazon, DuPont, and Solvay, and most recently Amentum.
That range matters more than it might appear. Commercial hyperscale, global specialty chemicals and manufacturing, and government-services engineering each teach a different discipline: speed and data at Amazon, technical category depth and supplier economics in chemicals, and contract rigor under regulatory and compliance pressure in government services.
My work has spanned category strategy, contract negotiation, supplier rationalization, and procurement operating model design across IT and SaaS, professional services, HR, legal, finance, and engineering spend — with sourcing and category programs delivered across North America, EMEA, and APAC.
The specialty I’m best known for is the hardest version of this work: procurement through corporate separation. Over a nine-month engagement at Amentum, I led TSA exit contracting following the merger that combined legacy Amentum with Jacobs’ Critical Mission Solutions and Cyber & Intelligence businesses — a transaction that created a roughly $14 billion company. Embedded in the enterprise supply chain organization, I drove vendor novations, structured renewals and extensions, and carried high-impact software, IT, and engineering license categories through to post-transition continuity, against a fixed transition deadline and defined risk gates.
That engagement is the clearest evidence of what SourceWise is: a $14 billion company brought me in as an independent consultant to run a critical workstream against a hard deadline. It’s also why carve-outs, TSA exits, reorganizations, and cost takeout under board pressure are where I add the most value — work most procurement teams are never staffed for, and which does not tolerate a learning curve.
I hold an M.S. in Operations Analysis from New York University and an MBA from the University of Phoenix, along with an AI in Procurement & Machine Learning certificate from Amazon. I also built TrustCheck™, an AI-enabled governance framework for consulting and professional services spend — the category where companies most often overpay and least often check.
I founded SourceWise because I kept seeing the same gap. Growing and middle-market companies need senior procurement judgment, but they don’t need — and can’t justify — a permanent procurement executive. So they either overpay a large consultancy or they go without. SourceWise is the third option.
